COLONIAL SECRETARY's OFFICE, (No. l8.) SYDNEY, JUNE 29, 1831.

THE great Expense to which the Government is subjected, by the   maintenance and treatment of the as- signed Servants of Settlers, when sent into Colonial Hospitals, having been brought under its notice ; and the atten- tion of the Government having also been called to the Expense to which His Majesty's Treasury has been subjected in keeping up an extensive Constabulary, a great portion of whose time has been employed in conducting the Servants of Settlers from Sydney to their Masters in the interior, and taking others back, who, from misconduct, or from other circumstances, are returned to the Go- vernment; the following Regulations have been laid down in these cases res- pectively ; viz.

1. That the Master shall pay at the rate of One Shilling a-day, for the time his Servant shall be in the Hospital, to the extent of thirty days. Should the Servant continue under treatment for

any longer period, the Master will not be required to make any further pay-

ment.

2. That the Persons who send their Servants into any of the Hospitals, shall appoint an Agent on the spot to receive them, as soon as they are recovered, and unless they be so taken away, they shall be considered as immediately assignable to other Parties, in order to prevent the Hospital from being improperly bur thened with Men who do not require

treatment.

3. That all Persons to whom Convicts shall be assigned, shall send for them to Sydney, or to such other place as they shall be assembled at. —For example, the Men to be assigned from Road Par- ties will be collected at or near the Stations of the Assistant Surveyors of

Roads :

(1.) At Parramatta,

(2.) At Collett's. on the Bathurst Road. (3.) At the Station of the Assistant Sur-

veyor, on the Maitland Road. (4.) At Bong Bong.

4. That if the Party to whom a Pri- soner is assigned should fail so to send for him, the Prisoner will be assigned to some other Person ; and in order to prevent a recurrence of the inconve- nience which must be experienced in such cases, the Master will not be consi- dered as an eligible Candidate for Ser-

vants in future.

5. That in order to avoid disappoint- ment, it is suggested that Persons re- siding at a distance applying for Servants, who may be assigned in Sydney, should appoint an Agent, whose Name and Re- sidence should be stated in the applica- tion, to receive at the time any Men who may be assigned to them.

6. That as all Convicts who are assigned immediately on their arrival from England and Ireland, are supplied with a complete Suit of new Clothing, and as it is only reasonable that the Person having the benefit of the Convict's services should be at the expense of this Clothing, the   assignees of all such Convicts will henceforth be required to pay Twenty Shillings for the Clothing so furnished at the time of receiving the Men.

The Government has further been

induced, as well with a view of protect- ing those Masters who act with liberality towards their Servants, from the com- plaints of the discontented and ill-dis- posed, as to insure to all assigned Servants a due proportion of Food and Clothing, to lay down the following Regulations for the supply of these ne-

cessaries :—

RATIONS.

7. The Weekly Ration is to consist as follows, viz.—

Twelve Pounds of Wheat, or Nine

Pounds of Seconds Flour ; or, in lieu thereof, at the discretion of the Master, Three and a half Pounds of Maize Meal,

and Nine Pounds of Wheat, or Seven Pounds of Seconds Flour, and

Seven Pounds Beef or Mutton, or Four

and a-half Pounds of Salt Pork, Four Ounces of Salt,

Four Ounces of Soap.

Any articles which the Master may supply, beyond those above specified, are to be considered as indulgencies, which he is at liberty to discontinue whenever he may think proper.

CLOTHING.

8. The Clothing which assigned Ser- vants will be entitled to annually is to

consist of

Two Frocks or Jackets, Three Shirts,

Two Pair of Trowsers, Three Pair of Shoes, One Hat or Cap,

and is to be issued as follows, vi«,—

On the 1st of May in each year, One Woollen Jacket,

One Pair of Woollen Trowsers, One Shirt,

One Pair of Shoes, One Hat or Cap.

On the 1st august, One Shirt,

One Pair of Shoes, and

On the 1st of November, One Woollen or Duck Jacket,

One Pair Woollen or Duck Trowsers, One Shirt,

One Pair of Shoes.

Each Man is to be kept constantly sup- plied with at least one good Blanket and Paillasse or Wool Mattrass, which are to be considered the property of the Master.

9. In the event of a Man being as- signed who shall have been clothed by the Government at any time within two Months previous to the General Issue on the 1st of May, his Master will not be required to supply him with any Clothing until the 1st of August, and then only with those articles which are specified for that day.—In like manner, the Master of any Servant clothed by

the Government between the 1st Sep- tember and 1st November, shall only be required to issue to him a Shirt and a Pair of Shoes on the 1st of February following. But after those dates, respec- tively, the several articles enumerated must be regularly supplied at the estab- lished periods.

10. Persons who do not comply with these Regulations, which are founded on just and equitable principles, as they reci- procally apply to the Government, the Set- tler, and the assigned Servant, cannot be allowed the Indulgence of having Convicts assigned to them thereafter.

COLONIAL SECRETARY's OFFICE, (No. 19.) SYDNEY, JUNE 29,1831.

IN order to lessen the number of Pub-

lic Documents as much as practica- ble, His Excellency the GOVERNOR directs that the .Requisitions for Articles required by the several Branches of each Department shall in future be made out in Original only, and transmitted to the Head of the Department on the 20th of

each Month.

The Head of the Department will then cause a General Requisition, com- prising the whole of the Articles required, and specifying separately those for each Branch, to be prepared in Duplicate, and submitted as usual on the last day of

the Month.

Should Stores be required for any particular Service, which could not be foreseen at the time of making up the General Requisition, they are to be im- mediately applied for by Supplementary Requisitions, prepared in the manner de- tailed above. But the Heads of Depart- ments will observe, that it is their duty to prevent deviations from the regular course, as much as possible, and every such Requisition must be accompanied, therefore, by an explanation of the causes which have rendered it necessary.

Much inconvenience and delay having been occasioned by the incorrect manner, in which the prescribed Forms are filled up, and the insertion of the same Arti- cles in more than one Requisition, the Public Officers are requested to attend to these points, and particularly to the Government Order of 6th November, 1820, No. 40, which directs that all Articles not punctually supplied shall be reported to the Colonial Secretary, by letter, in order that special instructions may be given respecting them, but that the demand shall not be repeated in any succeeding Requisition.

IT having been represented to the GO-

VERNOR, that a number of Persons are residing on Crown Lands in various parts of the Colony, and particularly near the Main Roads, without any visi- ble means of support, His EXCELLENCY requests that the Magistrates and others, especially those in the employment of the Public, will make a point of ascer- taining what Persons are so trespassing in their respective neighbourhoods, giv- ing them notice to quit, without loss of time, and also reporting their names im- mediately to the Government.

HIS EXCELLENCY trusts, that, in or- der to ensure a compliance with this request, it will be sufficient to point out the danger to be apprehended from such characters taking up their abode near the Gangs employed on the Roads, becom- ing, as they generally do, the illicit Venders of Spirits, Receivers of stolen Property, and Harbourers of Bush- rangers, and holding out to the Troops inducements to intoxication and neglect of duty.

once a Week,

Persons disposed to Contract to provide the same, are invited to transmit their Offers, in Writing, to this Office, at Twelve o'Clock on Tuesday, the 19th day of July next, endorsed " Tender for Conveyance of Mails."

The Mail for Darlington must leave Maitland immediately alter the arrival of the Post from Newcastle, and return to Maitland on the following Day.

Security will be required for the due performance of the Contract ; and the Tenders must state the Names of two Persons willing to enter into Bond ac- cordingly.

Further particulars may be known, on application at the General Post Office. Sydney, or at the Post Office, Maitland.

IT being intended to convert the Prisoners' Barracks at Newcastle, into an Hospital, Persons disposed to undertake the Alterations which will be necessary in consequence, are re- quested to transmit their Tenders to this Office at Twelve o'Clock, on Thursday, the Twenty-first of July next, endorsed " Tender for Alteration in Prisoners' Barrack, Newcastle."

Security will be required for the due Performance of the work within a given time ; and before Payment can be made, a survey will be held thereon by a com- petent Board.

A Plan and Specification may be seen on application to the Superintendent of Public Works, at Newcastle, or to the Director of Public Works in Sydney, as well as any other information which may be required.

IT being intended to erect Barracks,   Stabling, and Officers' Quarters for  

the Mounted Police at Jerry's Plains, and to fence in two Acres of Land for a Garden, as also four Paddocks of thirty Acres each ; Persons disposed to under- take the Work are invited to transmit Tenders to this Office, at Twelve o'Clock on Thursday, the Fourteenth of July next, endorsed " Tender for Barracks, &c. at Jetty's Plains."

Security will be required for the

due Performance of the Work to the

satisfaction of a Board, to be ap- pointed to survey the same ; and the Tender must specify the Names of two Persons willing to enter into a Bond with the Contractor for the completion of the Buildings, &c. within a reasonable time.

A Plan and Specification may be seen on application at the Office of Public Works, Sydney, where any further in- formation may also be obtained.

the GOVERNMENT ORDER, No. 18, containing the New Regulations, have been struck off on fools- cap, and are on Sale at the Gazette-Office, Syd- ney ; at Mr. Hugh TAYLOR'S, Parramatta; Mr. Hodghen's, Chief Constable, Windsor ; and Mr. Forbes's, Union Inn, Liverpool.—Price, 3d. each, or 1s.3d. per half dozen, and 2s. per dozen.

TO CARPENTERS, BUILDERS, &c. PERSONS desirous of Contracting

WHEREAS WILLIAM THOMPSON,

alias GEORGE PHILLIPS, alias GEORGE GROVES, alias JOHN HAPPY, alias JOHN LUCKIE, a Runaway from Macquarie Harbour, Van Diemen's Land, and for whose Apprehension a Reward of Fifty Pounds to a Free Man, or a Pardon to a Convict, was offered by the Govern- ment of that Colony, has effected his Es- cape from on Board the Ship "Kains;"— NOTICE IS HEREBY GIVEN, that the above Reward of TEN POUNDS will be paid to any Person or Persons who shall apprehend and lodge the said Runaway in any of His Majesty's Jails.

Parish of Castle Hill,

containing about 200 acres, the greater part of which is fenced, cleared, and in cultivation. The road to Hunter's River passes through this estate, which is surrounded by the farms of Messrs. Parish of St. Peter,

containing 100 acres, situated on the road from the Cowpastures to Campbell-town, which passes through it. The farms of Mrs. Throsby, and Messrs. Edward Fletcher, John Foley, Edward Shakelv, and R. Lack, adjoin this estate, and it is nearly surrounded by their fences.

Half of the annual rent is to be expended in per-   manent improvements upon the land, and the other moiety to be paid half-yearly to the Colonial Trea- surer, in money ; or, if the tenant consider it more

advantageous, in grain, deliverable at Sydney. In-   dividuals are therefore requested to specify in their tenders the actual number of rods of fencing to be erected, or other permanent improvements to be made, during each year ; and the quantity of wheat weighing 60lbs. per bushel, or maize weigh- ing 50lbs. per bushel, to be delivered by them in Sydney, in payment of rent for such lands as they may desire to occupy.

The lease must be paid for by the lessee, and se- curity given, if required, for due performance of all

the conditions.
