M. Painleve Optimistic.
Peace Ternis Issued to Riffis.
The Prime Minister (M. Painleve)
declares that it is certain that the Moroccan
war will be concluded successfully in
October.
"We have issued our peace conditions,"
he adds. "It remains with the Riffis to
accept or reject them."
[Abdel Krim's terms for peace before the
French were attacked were exorbitant; they
included the delivery of a war indemnity
of heavy artillery and aeroplanes. The first
demand on his long list has always been
independence. This is likely to a concession
he would only give up with his life.
Certain passages in the speech M. Painleve
made in the French Chamber on June 23
were interpreted in Madrid, according to a
special correspondent of "The Times," as
meaning that there was a possibility that
France might offer the Riffi a special position
of independence that would not violate
present treaties. Under the Franco-
Spanish Treaty of 1912, however, the Sultan
is proclaimed soverign of the whole of
Morocco in person in the French Zone,
and through his Khalifa in the Spanish
Zone. Therefore, the only independence
that could be offered to Abdel Krim would
be conditional upon his recognising the
Sultan or the Khalifa. Abdel Krim is not
likelyl to accept a conditional independence.
The Riffis have never recognised the
Sultan's authority, nor has any Sultan
ever made his authority effectively felt in
the Riffi. In fact, in order to give Abdel
Krim the independence he seeks a modifi-

Alhucemas Bay, might, by its nature, be

The conference between representatives
of France and Spain concluded with the
Morocco, including a declaration that
France and Spain would not make peace
separately. A note explaining the achieve-
ments of the conference says that agree-
ments were reached on the questions of
contraband, the delimitation of the French
and Spanish zones of influence, and the
political collaboration.
